Awarded: To employers, employees, public servants, and citizens and foreign individuals for meritorious activities in the fields of work, production, and social welfare, especially those promoting productivity, union organization, fair wages, labour placement, vocational training, hygiene, occupational safety, and social security.

Grades: 5 (Grand Cross, Grand Officer, Commander, Officer and Knight).
