Instituted: 13 August 1930.

Awarded: To those who who had participated directly or had assisted in the rehabilitation of Tokyo after the disastrous earthquake of 1 September 1923 in which, partly as a result of ensuing firestorms, more than 100,000 Japanese lost their lives and Tokyo, the port of Yokohama and the surrounding area were devastated.
