Instituted: 1 August 1939 by the Presidium of the Chief Soviet of the Soviet Union.

Awarded: To those persons (military or civilian) granted the title "Hero of the Soviet Union". The title is granted for heroic actions in the service of the state.

Holders of the title also receive the Order of Lenin.
