Awarded: To members of the armed forces and of the Ministry of Internal Affairs, citizens, organizations, and collectives that substantially aided and increased the defensive capabilities and the territorial integrity of the nation in peace or in war, or for meritorious leadership or acts of valour against enemies in war or peace.
