Awarded: To employees of the ministry, soldiers and officers of Interior Troops, with varying length of managerial service in the MVD, who have special merit in the development of system-wide or generic ministerial document management by objectives or conceptual nature, for the effective management of divisions within the Ministry of Internal Affairs of Russia in the implementation of a set of management functions.
