Instituted: 20 July 1942. Awarded: To members of the Armed Forces of the United States without degree for exceptionally outstanding conduct in the performance of meritorious service to the United States. Awards to foreigners are made in one of 4 grades as appropriate to their rank and the services rendered, whilst American citizens wear the insignia of a Legionnaire. Grades: 4 (Chief Commander, Commander, Officer and Legionnaire)
